Finland's 1917 25 pennia exists in two distinct types: one retaining the imperial Russian crown above the Finnish lion, one without it. The removal of the crown was a deliberate political act following the February Revolution and the collapse of Romanov authority, reflecting the Helsinki Mint's — and Finnish nationalist sentiment's — rejection of the Russian imperial symbol. The two types circulated simultaneously, and the distinction mattered enormously to those handling them.
The without-crown variety was struck amid the chaos immediately preceding the Finnish Civil War, which broke out in January 1918. Mintage records from this period are unreliable.
