Saint Helena's 25 Pence denomination had a complicated existence by 2013 — the island officially uses the Saint Helena pound pegged 1:1 to sterling, but its larger commemorative 25p pieces occupy an awkward space between genuine circulation coinage and collector issues produced almost entirely for the philatelic and numismatic trade. Actual monetary use on the island is negligible; most pieces travel directly from the Pobjoy Mint in Surrey to collectors abroad.
KM#39 is one of several Sea Life-themed issues released across this period, a series driven more by collector market demand than any particular local or historical occasion.
