Coblenz's municipal administration issued this note in 1918 under the emergency currency provisions that had been steadily loosened since 1914, allowing cities, counties, and private firms to plug the chronic coin shortage with locally printed Notgeld. The Rhineland was by this point a significant logistical hub for German military supply, and municipal finance was under serious strain. A 25 Mark denomination sits unusually high for city-issued Notgeld of this period — most municipal authorities kept denominations low to discourage hoarding and ease change-making in retail trade.
The watermarked paper suggests a degree of official intent to deter forgery at a moment when confidence in paper instruments of all kinds was eroding fast.
