The International Year of Disabled Persons was declared by the United Nations for 1981, not 1983 — making this a belated commemorative issue, a pattern common among smaller issuing nations that contracted with outside mints and released pieces on a lag. Lesotho's commemorative silver program of this period was largely produced for collector markets rather than domestic circulation, with the Central Bank issuing through agents targeting European and North American buyers.
Moshoeshoe II had a turbulent relationship with actual political authority in Lesotho; by 1990 he would be deposed by Leabua Jonathan's successor government, only to be reinstated, then deposed again in 1996.
