Lesotho's coinage program launched in 1966 following independence from Britain, but the 25 lisente denomination only settled into its copper-nickel form through the late 1970s as the Central Bank worked to establish a stable circulating series independent of the South African rand, which remained legal tender alongside the loti for years. Moshoeshoe II, for whom the coin is named, was a constitutional monarch operating under considerable political constraint — deposed twice, first in 1990 and again in 1995, by a government that found him an inconvenient head of state.
The decade-long production run from 1979 to 1989 saw modest mintages consistent with a small landlocked nation almost entirely surrounded by South Africa.
