Estonia reintroduced the kroon in June 1992 after half a century of Soviet occupation, and this note was part of the initial wave issued by Eesti Pank to replace the ruble at a fixed rate of 10 rubles to 1 kroon. De La Rue had the plates ready before the switch was publicly announced — operational secrecy was essential, since any leak could have triggered a run on rubles or Soviet intervention.
The 1991-dated examples bear Siim Kallas and Rein Otsason's signatures; Märten Ross replaced Otsason as Deputy Governor for the 1992 printing. Both signature variants circulated simultaneously.
