Tegneseriehuset — "The Comics House" — was a Norwegian cultural organization dedicated to comics as an art form. This note is a promotional or commemorative piece issued by the organization rather than a legal tender instrument, functioning more as a collector curiosity or in-house scrip than circulating currency. The format deliberately imitates official Scandinavian banknote aesthetics, which is part of the point.
The embossed seal is the only security feature, which tells you everything you need to know about the intended seriousness of the "denomination."
