Beschrijving keerzijde The reverse repeats the same overall design as the obverse, with an identical guilloche underprint on cream paper and the central ornate cartouche bearing the three-line Cyrillic issuer inscription. The denomination figures 25 Коп. and 25 Сор. appear flanking the cartouche, corner vignettes repeat the numeral 25, and the date 1915 г. is present at lower left accompanied by a series letter А below the cartouche. The top and bottom border obligation texts are reproduced in full.

Libava — the Russian imperial name for Liepāja — was one of several Latvian port cities that issued emergency municipal scrip in 1915 as the German advance disrupted normal currency supply. The Libava City Administration had limited authority and fewer resources than the major state institutions, which is precisely why these small-denomination notes were produced: to keep local commerce functional when coin and official banknotes simply weren't available in sufficient quantities.

The P#NL designation reflects how poorly documented this issue remains. Survivor population is unknown, and the note has never been formally catalogued in the main Pick series.
