Chinese county-level grain bureaus issued these ration coupons as part of the state procurement and distribution system that governed food allocation well into the reform era. By 1986, market liberalization was already eroding the ration system in coastal provinces, but inland Anhui — one of the provinces hardest hit by the Great Leap famine of 1959–1961 — retained tighter administrative control over staple grain distribution considerably longer than the national trend.
Luyi County coupons in larger denominations like this one were used primarily for inter-unit transfers or bulk household allocations, not daily market transactions. Provincial-level issues from Anhui are well documented; county-specific material from this period is substantially harder to locate.
