Chinese county-level food grain coupons of this type operated within the rationing infrastructure that persisted in the People's Republic well after the Great Leap famine — Anhui Province in particular had been devastated by that catastrophe, losing more of its rural population to starvation in 1959–1961 than almost any other province. By 1986 the national reform program was already dismantling collective agriculture, but local rationing systems lagged behind economic liberalization, and county food bureaus continued issuing their own scrip independently of provincial or national grain tickets.

Luyi County coupons of this denomination rarely crossed district lines — they were administratively worthless outside the issuing county, which is precisely why so few were preserved by anyone other than deliberate collectors.
