The Ukrainian State Treasury issued this note during one of the most chaotic stretches of the post-WWI period — 1919 saw Kyiv change hands multiple times between Bolshevik forces, the White Army, and Ukrainian People's Republic troops. Notes like this one were being printed and released into a circulation environment where the issuing authority itself had no stable territorial control, making their practical lifespan as currency often measured in weeks rather than months.
The Ukrainian karbovanets series of this period was produced under severe material constraints, and paper quality across the run is notoriously inconsistent.
