Austrian Notgeld of this type was issued by municipalities filling a coin shortage that had been grinding since the war years — by 1920, small-denomination metal coins had effectively vanished from circulation through hoarding and metal requisitioning, and rural Upper Austrian communes were left to print their own stopgap fractions. Steinbach am Ziehberg is a small village in the Perg district, and its Notgeld series would have circulated only within the immediate local economy, redeemable at the commune itself.

The brown color variant likely distinguishes it from another denomination or reissue within the same series — a common practice for visual sorting in communities where not everyone could read quickly.
