Pupping is a small municipality in Upper Austria, and like hundreds of similarly sized communities, it issued Notgeld during the acute coin shortage that gripped Austria from roughly 1920 onward. These fractional Heller notes were a purely local solution — accepted at face value within the village but worthless the moment you crossed into the next parish. The issuing authority here is the Ortsgemeinde itself, meaning the municipal council rather than a savings bank or merchant association, which was not universal practice.
