Hörsching is a small municipality in Upper Austria, and this 25 Heller note belongs to the Notgeld emergency currency wave that swept Austrian communities between roughly 1919 and 1921, when chronic small-coin shortages left local economies functionally paralyzed. Gemeinden across the country were authorized — or simply compelled by circumstance — to issue their own fractional paper substitutes, with validity typically restricted to the issuing locality.

Hugo Richter's involvement as designer is a cut above the purely utilitarian productions many villages managed. The official stamp serves as the authentication mechanism, a common solution when engraved security printing was neither accessible nor affordable at this scale.
