The k.k. Staats-Central-Cassa — the Imperial-Royal State Central Treasury — issued this 25 Gulden note during one of the most turbulent periods in Habsburg fiscal history. The revolutions of 1848 had drained state finances severely, and paper emissions of this kind were a direct response to the liquidity crisis caused by the flight of silver coinage from circulation. Public confidence in government paper was low, and hoarding of metal was widespread.
Printed in Vienna by the state printing works, this issue predates the consolidation of Austrian note-issuing authority under the Nationalbank, which gradually absorbed treasury paper functions through the 1850s.
