Issued under the Duvalier regime during a period when Haiti's government was aggressively marketing commemorative coinage to foreign collectors — a hard currency strategy that had little to do with domestic circulation. These pieces were produced largely for export sale, and most never entered Haitian commerce at all.
The Columbus connection carries particular irony here: Hispaniola was the site of La Navidad, the first European settlement in the Americas, built from the wreckage of the Santa María in 1492 and destroyed by the time Columbus returned the following year.
