Giesecke & Devrient had printed Haitian currency through multiple political transitions, and the 1984–85 issue arrived during the final years of Jean-Claude Duvalier's government — a period of economic deterioration marked by capital flight, IMF pressure, and acute shortages of foreign exchange. The 25 Gourde denomination occupied a practical middle register in daily transactions, and notes from this series typically show heavy handling wear precisely because they were genuinely used.
The watermark is the sole security feature — modest even by the standards of the period.
