The FAO coin program, launched in the 1960s, enlisted dozens of issuing authorities to produce circulating coinage promoting food security and agricultural development — the Comoros participated as one of the smaller Indian Ocean members of the initiative. By 2001, the program was well past its ideological peak, and most participating mints were simply continuing existing types rather than responding to any active FAO campaign. The switch to nickel-plated steel from the earlier nickel composition reflects cost-cutting across the franc zone during this period, not a redesign decision.
