The FAO series issued by the Comoros in the early 1980s was part of a broader United Nations Food and Agriculture Organization program that commissioned member nations to mint coins carrying agricultural themes as a form of soft development messaging. For the Comoros — a newly independent archipelago that had unilaterally declared independence from France in 1975 — participation in such programs was one of several ways the young state signaled international legitimacy. The Banque Centrale des Comores itself had only been established after the break from French monetary administration.
