Aruba had only gained its separate autonomous status within the Kingdom of the Netherlands in 1986, and the Centrale Bank van Aruba used its early commemorative program aggressively to establish institutional credibility and generate hard currency revenue. The 1995 sea turtle issue was part of a broader regional push — several Caribbean dependencies struck wildlife-themed silver coins in the mid-1990s explicitly targeting the collector and conservationist market in the Netherlands and Germany.

KM#15 is not a rare piece, but the .925 silver specification places it a step above the cheaper commemorative issues flooding the market that decade.
