Obverse description A raised central circle occupies the field, enclosing the denomination numeral '25' in Eastern Arabic script above the Arabic word 'فلساً' (fils). Surrounding the central circle, a continuous Arabic legend fills the field, reading 'الجمهورية العراقية' (Republic of Iraq) across the upper arc and the commemorative inscription 'أحياء بابل أثرياً واجب وطني وقومي وإنساني' (The restoration of Babylon is a national, pan-Arab and humanitarian duty) along the lower arc. The coin is bordered by a uniform beaded rim.

Reverse description A stylized lion in profile, striding to the right, occupies the central field; this motif is derived from the ancient Babylonian symbol associated with the goddess Ishtar, rendered against a background of horizontal parallel lines evoking the famous glazed-brick relief of the Ishtar Gate. The dual dates '١٤٠٢هـ' (1402 AH) and '١٩٨٢م' (1982 AD) appear above the lion figure. The design is contained within a beaded border.
