The Yemen Arab Republic's Central Bank was established only in 1971, making these early fils issues among the first coinage produced under a genuinely independent Yemeni monetary authority — the imamate that had ruled for centuries having been abolished by the 1962 revolution. The transition from the old Maria Theresa thaler-based economy to a decimal fils system took the better part of a decade to bed in.

Production was contracted to foreign mints throughout this period, as Yemen lacked domestic minting infrastructure.
