Issued to mark Luxembourg's presidency of the Council of the European Union in the first half of 2005, this coin was actually struck in 2006 — the delay typical of commemorative programs where demand assessment follows the political event itself. Luxembourg has held the EU Council presidency more frequently per capita than any other member state, a function of the rotating six-month schedule applied equally regardless of population.
