This piece commemorates Johan Rudolf Thorbecke, the liberal statesman who essentially authored the Dutch constitution of 1848 — the revision that stripped William II of most executive authority and established ministerial responsibility to parliament. The reform happened with unusual speed; facing revolutionary upheaval across Europe, William II famously shifted from conservative to liberal in a single night, giving Thorbecke the opening he needed.

The ECU itself never achieved legal tender status in the Netherlands for everyday commerce; these silver issues were struck as collector pieces within a broader European promotional series tied to the currency union project preceding the euro.
