The ECU — European Currency Unit — was never legal tender in the Netherlands or anywhere else, but a handful of member states issued commemorative pieces denominated in it anyway during the late 1980s and early 1990s, partly as pro-integration political signaling ahead of the Maastricht Treaty negotiations.
