Jamaica did not qualify for the 1998 FIFA World Cup in France, making this a purely commemorative issue with no direct national participation to celebrate. The Bank of Jamaica produced a number of these licensed FIFA commemoratives during the 1990s, part of a broader wave of World Cup silver issues that flooded the collector market that decade — many of which remain common in original packaging at modest premiums over melt.
