Series E bonds were sold at 75% of face value — this $25 example cost the buyer $18.75 at issue and matured to full value over ten years. The Series E program was the backbone of the civilian war finance effort, deliberately designed in small denominations to pull savings from wage earners, not institutional investors. Treasury marketing leaned hard on payroll deduction, and by the end of the war, roughly 85 million Americans held at least one.
