Liberia's gold coinage of this period was largely a product of the international collector market rather than domestic monetary policy — the country was in the midst of a devastating civil war in 2000, and these fractional gold pieces were never intended for circulation. They were produced for export sale, primarily targeting European and American collector sets.

The Nefertiti series drew on enduring commercial demand for Egyptian iconography among Western collectors, a market that Liberian licensing arrangements exploited extensively throughout the late 1990s and early 2000s.
