Liberia has issued personality-driven gold miniatures like this one through licensing arrangements with private minting firms — most commonly Pobjoy Mint and various European private minters — for decades, with the coins bearing legal tender status largely as a formality. Actual circulation was never the intent. These exist entirely for the collector market, with Liberia's nominal authorization providing the legal framework that lets them be sold as genuine coinage.
