Issued to commemorate Louganis's performance at the 1988 Seoul Olympics, where he struck his head on the springboard during the preliminary round of the 3-meter event — a moment broadcast worldwide — then returned to complete his dives and win gold. He won a second gold on the platform. The Marshall Islands operated an aggressive commemorative coinage program throughout the late 1980s, producing legal-tender issues with no practical circulation base, distributed almost entirely through foreign coin dealers and mail-order channels.
