Liberia's early 2000s commemorative gold program issued dozens of these miniature pieces under licensed arrangements with foreign distributors — Frederick II of Prussia appears here as one of dozens of historical figures cycled through the same format. They were sold predominantly to European collector markets, with little connection to Liberia beyond the legal issuing authority.
