Niue became a favorite vehicle for novelty bullion issues in the 1990s as its government discovered that licensing its sovereign minting rights generated more reliable revenue than most of its domestic economy could. This particular piece is one of dozens of themed gold fractionals Niue authorized during that decade, produced almost certainly by a private mint — most likely in New Zealand or Australia — rather than any government facility.
The Statue of Liberty theme had saturated the commemorative market since the 1986 centennial, and by 1997 such issues were aimed squarely at the tourist and gift trade rather than serious collectors.
