Niue has operated as a licensed issuer of legal tender collectibles since the 1990s, functioning essentially as a mint-for-hire under New Zealand's currency umbrella. The Tolkien estate licensing agreements that enable coins like this one have been negotiated through a chain of sub-licensees, making the legal tender status technically real but the collectible purpose entirely transparent — nobody spent these in the Cook Islands supermarket.
