P#CS1 is a commemorative souvenir note, not a circulating issue — the "CS" prefix in the Pick numbering makes that explicit. Belize had only achieved full independence in 1981, and the Central Bank itself was barely established when this piece was produced. Whether it ever held legal tender status in any meaningful operational sense is doubtful; it was issued for collectors and ceremonial purposes rather than the payment system.
The hybrid paper-and-gold-foil substrate is the genuinely unusual detail here. That construction was rare in the early 1980s for any issuing authority in Central America or the Caribbean, and it creates known preservation problems — delamination between the foil layer and the paper substrate is reported in poorly stored examples.
