Niue has operated as a licensing vehicle for novelty bullion since the 1990s, using its constitutional relationship with New Zealand to issue legal tender coinage while contracting production to private mints — primarily the New Zealand Mint in Auckland. The Smurfs franchise, created by Belgian cartoonist Peyo in 1958, has appeared across dozens of such collector issues from multiple issuing authorities over the past decade.
