Liberia's early 2000s gold program was purely a collector market exercise — tiny, inexpensive pieces issued in large themed series with no meaningful circulation intent. The "Aristotle" issue is one of dozens from this period, produced for the international novelty coin trade rather than domestic monetary use. Liberia's own economy was in ruins at the time, mid-civil war, with Charles Taylor's government collapsing by 2003.
