Andorra's tiny mint program has long targeted the collector market rather than circulation, and the 2004 Nativity issue is squarely in that tradition. The principality's legal tender coinage is authorized jointly under the co-princeship — a feudal arrangement still in force, shared between the Bishop of Urgell and the President of France — which gives even modern commemoratives an oddly medieval institutional backing.
KM#197 was struck in a limited edition with no circulation mandate whatsoever.
