Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, a tenure that made him co-prince of Andorra for over three decades — one of the longest-serving holders of that role in modern history. The bishopric of Urgell has held co-princely authority over Andorra since a pareatge agreement with the Count of Foix in 1278, and the bishop remains one of two heads of state to this day, alongside the French president.
Andorra's 1998 human rights series coincided with the fiftieth anniversary of the Universal Declaration of Human Rights.
