Kuwait's National Day commemoratives have been issued with some regularity, but the 45th anniversary in 2006 fell on a politically charged milestone — the first National Day celebrated following the death of Emir Jaber Al-Ahmad Al-Sabah in January of that year, making the issue a de facto transitional piece issued under Emir Sabah Al-Ahmad. The gilt-on-silver format was a deliberate cost decision, allowing a large-format 55mm piece without the expense of solid gold at that diameter and weight.
