A beaded border encircles the design. The upper arc carries a Quranic inscription in Arabic, while the lower field displays the date range '1961-2001' in both Western and Eastern Arabic numerals, commemorating forty years of Kuwaiti statehood.

Kuwait's 40th National Day fell in 2001, marking four decades since independence from Britain in June 1961 — an independence that came just days after Iraq's Abd al-Karim Qasim publicly claimed Kuwait as Iraqi territory, immediately triggering a British military deployment and a crisis that foreshadowed the 1990 invasion by nearly thirty years. Commemorative issues from the Central Bank during this period were struck in limited proof editions, largely destined for presentation and collector sets rather than any circulation function.

The KM# P24 designation places this firmly in the pattern and proof series, not the regular bullion run.
