Kosovo's 1999 provisional banknotes were issued in the immediate aftermath of the NATO intervention, before the UN Mission (UNMIK) had established a formal monetary framework for the territory. The Deutsche Mark was already circulating widely and would soon be declared legal tender, which made these provisional notes functionally redundant almost from the moment of issue. Most were never used in everyday commerce.
The series is rare not because surviving examples are scarce in absolute terms, but because distribution was limited and uneven — reaching some areas while bypassing others entirely. TBB#102 is among the least frequently encountered denominations in the set.
