Fort Buckner NCO Open Mess scrip occupied a very specific niche in the non-appropriated fund system that governed U.S. military installations throughout postwar Okinawa. The island remained under U.S. civil-military administration from 1945 until reversion to Japan in May 1972, during which time a parallel economy of installation-specific scrip, MPC, and Japanese yen operated simultaneously — often with informal exchange arrangements that the military periodically cracked down on.
NCO Open Mess scrip was redeemable only within the mess itself, a deliberate design to prevent off-post spending and black market leakage. The broad date range assigned to this issue reflects catalog uncertainty rather than confirmed continuous production.
