Military Payment Certificates replaced regular U.S. currency in overseas bases and combat zones to limit black-market dollar leakage into local economies — a persistent problem that had plagued occupation authorities in postwar Europe and Japan. Series 541, which covers this note, ran from 1958 until it was superseded by Series 591 in 1961. Conversion days, when a new series was introduced without advance warning, were deliberately kept secret; personnel had only hours to exchange their holdings, locking out black marketeers who had accumulated notes outside the system.
The BEP printed MPCs to different security specifications than domestic currency, with shorter intended lifespans and no expectation of long-term public retention.
