Loring Air Force Base sat on the northernmost edge of Maine, close enough to the Canadian border that it was one of SAC's primary forward staging posts during the Cold War. NCO mess scrip like this note circulated entirely within the base perimeter — legal off the books, ignored by the Treasury, and redeemable only at the issuing facility. The practical logic was sound: scrip kept hard currency on base and complicated any black-market leakage into the surrounding civilian economy.

1962 puts this squarely in the tensest stretch of the Cuban Missile Crisis period. Loring was an active B-52 base at the time.
