Part of the American Women Quarters Program, this issue commemorates the Gettysburg Address rather than a person — an unusual departure for a series explicitly dedicated to women's contributions. The Address itself was delivered November 19, 1863, four months after the battle, at the dedication of the Soldiers' National Cemetery.
Congress authorized the American Women Quarters Program through the Circulating Collectible Coin Redesign Act of 2020, mandating five designs annually through 2025 — making a 2026 release an extension beyond the program's original legislative scope.
