The Second Issue fractional notes were the Treasury's attempt to fix the embarrassing failures of the First Issue — the 1862 postage-stamp notes that absorbed moisture, stuck together, and disintegrated in pockets. The new notes introduced a bronze tinting on the obverse and a distinctive bronze oval on the reverse, applied as an anti-counterfeiting measure. It worked, though not spectacularly: counterfeiters moved on to other denominations quickly enough.
Fractional currency existed because the public was hoarding every silver coin it could find following the suspension of specie payments in late 1861. The government needed something to make change. These notes circulated hard and wore fast — genuinely high-grade survivors are less common than catalog frequency suggests.
