Homestead Meat Co. Inc. issued this 25-cent food stamp scrip as part of the federal food stamp program's early infrastructure, when private retailers and cooperating businesses occasionally produced their own denominated coupon-style instruments to facilitate transactions within the program's rules. The Houston meat trade was a serious commercial environment, and scrip at this denomination was almost certainly intended for change-making — a persistent logistical problem in food stamp redemption that the program never fully solved.
Private-label food scrip of this kind is thinly documented. Most was destroyed in the normal course of business redemption, which accounts for its scarcity.
