Cook Islands issues currency under its own name despite being in free association with New Zealand, a constitutional arrangement that gives the territory full self-governance while leaving defense and foreign affairs to Wellington. That status makes Cook Islands coinage legally valid but practically collectable — almost none of it circulates domestically, and the islands have used the New Zealand dollar as their actual transactional currency for decades. The numismatic program exists largely as a revenue stream.
