25 Cents - Elizabeth II State of Franklin

The State of Franklin was a short-lived, unrecognized American state that existed from 1784 to 1788 in what is now eastern Tennessee, formed from territory North Carolina ceded to the federal government and then abruptly reclaimed. Its proposed admission to the Union failed by a single Senate vote, and the state — named after Benjamin Franklin, who never endorsed it — simply dissolved when its governor, John Sevier, was arrested for treason by North Carolina authorities.

Cook Islands has issued an extensive series of 25-cent pieces commemorating failed, extinct, and ephemeral American states and territories. Franklin never minted its own coinage during its brief existence.
