This piece belongs to the 125th anniversary of Confederation series, issued in 1992 to mark Canada's sesquicentennial. Each province and territory received its own reverse design, with Quebec's entry among the more politically charged — the early 1990s were the height of tensions surrounding the Meech Lake Accord's failure and the looming 1995 sovereignty referendum. The Royal Canadian Mint produced proof versions in sterling silver alongside the standard circulation strikes, targeting collectors rather than commerce.
The .925 silver proofs were struck to numismatic finish and sold directly through the Mint's subscription program.
